and Still Counting?

India’s fertility has fallen dramatically. Its population can nevertheless continue growing. The missing variable is not hidden in the future; it is alive in the age structure of the present.

The demographic puzzle

Replacement-level fertility is often simplified to about 2.1 births per woman. India is now near or below that level, but a population does not stop like a faucet. Millions of people already born are moving into the years when families are formed.

Hold fertility constant. Change only the past.

Both populations below begin with 1.46 billion people and adopt fertility of 1.7. Their only important difference is age structure.

Population A: India-like, youthful

After 25 years:

Large cohorts enter adulthood before smaller future cohorts replace them.

Population B: older age structure

15% ages 0–14 · 60% ages 15–64 · 25% ages 65+

After 25 years:

Fewer people enter childbearing ages while more move into high-mortality ages.

The experiment’s verdict

Fertility describes reproductive behavior. Age structure describes how many people are positioned to reproduce, age, and die. Population momentum is the growth or decline carried forward by that structure even after fertility changes.
