Who Owns
the Water?
A river crosses boundaries, but authority stops at them. Operate reservoirs, divide scarce water, and write rules for three basins whose geography makes cooperation necessary and conflict tempting.
Every unit stored upstream can make electricity or provide drought insurance. It can also become a unit that does not arrive downstream when expected.
Your assignment
Manage one season in each basin. Your job is not to maximize a single score. It is to decide which risks are acceptable, who carries them, and whether a rule that seems fair in one river travels well to another.
Model rule
Water units and scores are teaching abstractions, not forecasts. The places, institutions, upstream-downstream relationships, and central tradeoffs are real; the arithmetic is deliberately simplified so the politics can be seen.
Read three different rivers
Select a basin. The diagrams are geographic system maps: they preserve flow direction and the important relative locations, while omitting minor tributaries and administrative detail.

Operate the river before you divide it
Choose a water year and a reservoir strategy. Storing, smoothing, and releasing the same inflow create different geographies of power, risk, timing, and trust.
Divide what reaches the negotiating table
Allocate every available water unit. The stakeholder list changes with the basin. In a dry year, the sum of reasonable needs is deliberately larger than the river.
Write rules before the next drought
You have five negotiation points. Build one agreement and compare how it performs in all three basins. Institutions matter, but the same institution does not solve the same problem everywhere.
